Village Board Meeting Minutes The Village of Caledonia Board of Trustees held a meeting on Tuesday, October 6, 2009, at 6:30 p.m. at the Village Office. Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Scott DiLiberto, Jerry O’Donoghue and Steve Polo. Also Present: Village Attorney Jim Coniglio. A motion was made by Trustee Polo to approve the September 1st and September 30th Board Meeting Minutes; Trustee O’Donoghue seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. Bills were audited and ordered paid:
A motion was made by Deputy-Mayor Truman to approve the bills paid; Trustee DiLiberto seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. A motion was made by Trustee Polo to approve payment of court fees $3,687.25 & $5,521.75 to the NYS Comptroller’s Office; Deputy-Mayor Truman seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. A motion was made by Trustee DiLiberto to approve the following budget transfers; Trustee O’Donoghue seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo.
Ann Marie Grattan presented the Clerk-Treasurer Report for the month of September. General revenues totaled $50,679. The property tax relevy to Livingston County was $31,757, compared to $41,170 in 2008. Water revenues totaled $3,457. Expenses totaled $131,491. October water invoices were mailed out with an anticipated revenue of $102,766 including unpaid rents receivable. The Police and DPW payroll budgets were reviewed. The Recreation, Police and DPW contractual budgets were reviewed and submitted to supervisors. The monthly Financial Report was submitted to the Village Board. A motion was made by Trustee DiLiberto to accept the report; Trustee Polo seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. Tom Perkins presented the Code Enforcement Report for the month of September. Nine building permits were issued which included four sheds, one addition, one garage extension, one change porch to living space, one pool deck and one sign. Violation notices were issued to six property owners. These included four abandoned vehicle notices, one discarded brush and one maintenance issue. A motion was made by Trustee Polo to accept the report; Trustee O’Donoghue seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. DPW Report – No report. Chris Buckley was absent from this evenings meeting. David Richardson presented the Police Report for the month of September. This month included 52 arrests, 406 village calls and four town calls. There were 44 traffic tickets issued, one motor vehicle accident, six ambulance calls, one vehicle lock out, 10 closings to the Wilson Farms, 15 closings to the Marketplace Store and two animal complaints. Activities included School Resource Officer duties at CMCS, court security, senior citizens lecture at St. Columba, attendance at football and soccer games, monitoring of the traffic circle and property checks. A motion was made by Trustee DiLiberto to accept the report; Trustee O’Donoghue seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. Officer Richardson also reported that the village has received confirmation that we have been awarded a grant for the bulletproof vests, $1,438. Ray Sands Glass fixed a broken windshield free of charge for the Police Department. The estimated cost of work was $200. A request was made that the Village make a donation to the Ronald McDonald House. Village Attorney Jim Coniglio agreed that it was legal. A motion was made by Trustee Polo to donate $50 to the Ronald McDonald House; Trustee O’Donoghue seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. David Schwertfeger – placed on the agenda to discuss infrastructure. Mr. Schwertfeger was not present at tonight’s meeting. Election Resolution: Trustee Polo offered the following resolution with Deputy-Mayor Truman moving for adoption: WHEREAS, the next general Village Election for officers will be held on March 16, 2010 and NOW, THEREFORE, BE IT RESOLVED: that the Board of Trustees designated the following offices as vacant at the end of the current official year, to be filled at the Village election to be held on March 16, 2010 for the following terms:
Election Law, 15-104, sub. 3(a) AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. Resignation: a motion was made by Trustee DiLiberto to accept letters of resignation from ZBA board members Dennis Nothnagle and Steve Wilson; Trustee O’Donoghue seconded the motion. AYE: Deputy-Mayor Truman, Trustees DiLiberto, O’Donoghue
and Polo. Mayor Caluorie thanked the board members for their years of service with the village. Ravich Property on Spring Street – discussion regarding the current zoning of the property. Village Attorney Jim Coniglio suggested that the Ravich’s submit a proposal. Once a proposal is received then the village could advise them on how to proceed. MacKay Park – Barry Ganzhorn detailed a project connecting the MacKay Park to the Ed Matthews Trail. Mr. Ganzhorn discussed meetings that were held with Mayor Caluorie, Alan Macke of the NYS Fish Hatchery and Tim Gaffney of Jones Chemicals. Applications have been filed to the State of New York for a stewardship permit. The Village Board thanked Barry for all his hard work and dedication to the MacKay Park. Open Forum: Mr. Krenzer from Sand Hill Road questioned the Village Board about the increase on his October water bill. The Village Board explained that the water is now being purchased from Monroe County, whereas before the village did not pay for water. It was also explained to Mr. Krenzer how the invoice includes a unit fee and usage. Mr. Krenzer thanked the board for their time and answers.
