Village Board Meeting Minutes
November 20, 2007

The Village of Caledonia Board of Trustees held a meeting on Tuesday, November 20, 2007 at 7:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Truman, Trustees Steve Boscoe, Diane Fowler and Steve Polo. Also present: Village Attorney Jim Coniglio.

A motion was made by Trustee Boscoe to approve the November 6, 2007 Board Meeting Minutes; Deputy-Mayor Truman seconded the motion.

AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None

Bills were audited and ordered paid:

  • Abstract #262, Vouchers 7145-53, 7155-62, 7164, 7167-68, 7170-72, 7174-87

A motion was made by Deputy-Mayor Truman to approve the bills paid; Trustee Fowler seconded the motion.

Ann Marie Grattan presented the Clerk-Treasurer Report for the month of October. Revenues totaled $106,342 and expenses were $85,374. 140 letters were mailed for outstanding payments due. 18 letters were mailed for 3rd quarter turn-offs. Recreation, DPW and Police payroll and contractual budget reports were submitted to department supervisors. The bond on the fire truck has been paid in full. A motion was made by Deputy-Mayor Truman to accept the report; Trustee Boscoe seconded the motion.

Tom Perkins presented the Code Enforcement Report for the month of October verbally. Items Mr. Perkins has worked on: 1) met with a structional engineer at the Caledonia Country Club 2) discussed the installation of a 30 foot high wind mill with a resident 3) New York Fitness on State Street is in the process of building a parking lot behind the building. The parking lot is not allowed due to the current R-2 zoning. A letter was sent to the property owner referring the issue to the Zoning Board of Appeals for a variance request. Also, a violation was sent regarding a bowing wall 4) Church Street property has made improvements to cleanups 5) Marozzi Main Street property – the Village Clerk will contact Livingston County for an address for the Texas bank holding the mortgage. A motion was made by Trustee Fowler to accept the report; Deputy-Mayor Truman seconded the motion.

Chris Buckley presented the Water and Street Report for the month of October. The following water distribution system jobs were completed: 1) a survey of leaks was conducted 2) a curb box was fixed at the fish hatchery 3) a meter was replaced at the State Street Bar & Grill 4) hydrant markers were installed 5) a hydrant was replaced on Leicester Street. Street work consisted mainly of leaf raking and pickup. All parks were winterized and closed for the winter and equipment was prepared for winter plowing. A motion was made by Trustee Fowler to accept the report; Trustee Boscoe seconded the motion.

David Richardson presented the Police Report for the month of October. There were 400 village and 5 town calls, two domestic incidents, 45 traffic tickets, nine motor vehicle accidents, 12 ambulance calls, two burglar alarms, three assists to the fire department and four assists to the Livingston County Sheriff, NYS Police and Monroe County Sheriff. There were 31 arrests for the month. Activities included CMCS School Resource Officer, park checks, resident checks, business checks, soft target checks, court appearance and monitoring of the traffic circle. Other activities included CMCS football games, CMCS bus detail, Halloween detail and senior citizens lecture.

A motion was made by Deputy-Mayor Truman to charge $10 for fingerprinting at the Police Department payable as cash or money order only; Trustee Boscoe seconded the motion. The charge will be added to the Village Fee Schedule.

Workplace Violence Protection Act – a committee is being formed to consist of Court Clerk Julie Molisani, Clerk-Treasurer Ann Marie Grattan and Officer David Richardson. They will meet to answer a list of questions and concerns regarding the safety of the building they work in.

Main Street Easements – Jones Chemicals Inc. has signed the easement paperwork; CRC and the Agway Bean Plant have not. Jim Coniglio will follow-up with the Town Attorney Peter Skivington on its status.

Garbage and Recycle Bids – discussion regarding whether to keep the contract at a 2-year term or change to a one year. Votes were as follows: 1 year, Deputy-Mayor Truman and 2 year, Trustee Boscoe, Fowler and Polo. The contract will stay at a 2-year term. The bid will take place on Tuesday, January 22, 2008 at 7 p.m. Two bid specs will be available for bid of the garbage contract. One will include waste material from yards and lawn such as brush, vegetation, wood, branches, leaves, etc. (Article 10) and one will not. Contractors will have the option of bidding on both or one of the contracts. Larry Munt stated that the Village Code Book requires a per-bag charge accompany each bid. Clerk-Treasurer Ann Marie Grattan insured that those who pick up a bid packet would be informed that a per-bag charge is necessary when submitting a bid.

Water Supply – Mayor Caluorie has scheduled meetings with the Monroe County Water and Sewer Authority and will provide an update to the Village Board at the December 4, 2007 Board Meeting.

NIMS – To date Deputy-Mayor Truman, Mayor Caluorie, Trustee Boscoe, Clerk-Treasurer Ann Marie Grattan and members of the DPW Department have taken the course. Certificates have not been received for Mayor Caluorie and Trustee Boscoe. Mayor Caluorie will contact Nick Mazza, County Administrator, for an on-line course for Trustee Fowler and Polo and the pending certificates.

Executive Session – a motion was made Trustee Fowler at 8:17 p.m. to enter into executive session to discuss personnel; Trustee Boscoe seconded the motion.

After some discussion, a motion was made by Trustee Boscoe at 9:15 p.m. to close the executive session; Trustee Fowler seconded the motion.

There being no further business, a motion was made by Trustee Boscoe at 9:15 p.m. to adjourn; Trustee Fowler seconded the motion.

Village Board Meeting Minutes
November 6, 2007

The Village of Caledonia Board of Trustees held a meeting on Tuesday, November 6, 2007 at 6:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustee Steve Boscoe, Trustee Steve Polo and Village Attorney Jim Coniglio. Absent: Trustee Diane Fowler.

A motion was made by Deputy-Mayor Truman to approve the October 2nd and October 25th, 2007 Board Meeting Minutes; Trustee Boscoe seconded the motion.

A motion was made by Deputy-Mayor Truman to approve the September court fees of $2,072.50; Trustee Polo seconded the motion.

A motion was made by Trustee Polo to approve records management documents #41-45; Trustee Boscoe seconded the motion.

A motion was made by Trustee Polo to approve Steve Boscoe, Dennis Nothnagle, Neil Alhart and Allen Roggen to attend the Genesee/Finger Lakes Regional Planning Council Fall Government Workshop at a cost of $40 each; Deputy-Mayor Truman seconded the motion.

A motion was made by Trustee Polo to approve the amusement area permit for the Hometown Holidays event on November 30th and December 1st, 2007; Trustee Boscoe seconded the motion.

Current Garbage/Recycle contracts were distributed to the Village Board Members for review. Item tabled until November 20, 2007.

Water Supply - J.P. Schepp of Chatfield Engineers, James Mazurowski of the Livingston County Health Department and Rich Marovec of Maroven Well Drilling. Discussed alternatives to address compliance with the LT2ESWTR – GWUDI testing. Options discussed included the development of new wells, abandonment of the wells and purchasing water from the Monroe County Water Authority. Trustee Boscoe asked that he receive copies of minutes from Chatfield Engineering meetings and MCWSA meetings.

There being no further business, a motion was made by Trustee Boscoe at 7:45 p.m. to adjourn; Deputy-Mayor Truman seconded the motion.
