The Village of Caledonia Board of Trustees held a meeting on Friday, May 30, 2008, at 4:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Trustees Scott DiLiberto, Jerry O’Donoghue and Steve Polo. Absent: Deputy-Mayor Teresa Truman

May 6, 2008

The Village of Caledonia Board of Trustees held a meeting on Tuesday, May 6, 2008, at 6:30 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Scott DiLiberto, Jerry O’Donoghue and Steve Polo. Also present Village Attorney Jim Coniglio.

A motion was made by Trustee Polo to approve the April 7, 2008 Board Meeting Minutes; Deputy-Mayor Truman seconded the motion.

A motion was made by Trustee DiLiberto approve payment to the NYS Comptroller’s Office for court fees $6,078.25; Trustee O’Donoghue seconded the motion.

A motion was made by Trustee O’Donoghue to approve Mayor Caluorie and Clerk-Treasurer Ann Marie Grattan to sign the 2008-2009 Tax Warrant; Trustee Polo seconded the motion.

A motion was made by Deputy-Mayor Truman to approve ZBA members Allen Roggen, Steve Wilson and Dennis Nothnagle to attend the Spring 2008 Regional Local Government Workshop on May 9th at a cost of $40 per member; Trustee O’Donoghue seconded the motion.

A motion was made by Trustee DiLiberto to move $45,000 into the general equipment reserve as per the 2007-2008 General Budget; Trustee O’Donoghue seconded the motion.

Ann Marie Grattan presented the Clerk-Treasurer Report for the month of April. The 2007 Property tax re-levy of $42,797.03 was received from the Livingston County Clerk’s Office. Total general revenues were $57,772.11. Total water revenues were $40,493.59 with $19,193 in outstanding water rents receivable. Bills and payroll expenses for the month totaled $65,832.83. Expenses were down $14,000 from March and revenues were up $48,000. DPW overtime was discussed and as with the Police, Clerk-Treasurer Ann Marie Grattan will prepare a report monthly detailing allotted overtime and the status of usage. The monthly Financial Report was submitted to the Village Board detailing cash in checking, savings and reserves as compared to last year. The DPW, Police and Recreation department supervisors were given their monthly report detailing payroll, contractual and equipments expense accounts. A motion was made by Trustee DiLiberto to accept the report; Trustee Polo seconded the motion.

Mark Riggi presented a verbal Court Report for the year and introduced our new Court Clerk Julie Molisani. Judge Riggi informed the Court Liaison Deputy-Mayor Teresa Truman that the courts books could be reviewed and audited at her convenience. The courtroom has been computerized as Judge Riggi discussed the grant he received for free laptops from the State of New York. Judge Riggi also discussed a grant being processed for wand metal detectors. With the reduction of court clerk hours and benefits, the courts expenses will equal the revenues in 2008-2009. A motion was made by Trustee Polo to accept the report; Deputy-Mayor Truman seconded the motion.

Tom Perkins presented a verbal Code Enforcement Report for the month of April. Mr. Perkins will meet with Village Attorney Jim Coniglio regarding Casey Callan’s property on North Street in violation of code. Also, the banks for the Marozzi property on Main Street will soon demolish the existing home. A complaint was received from a property owner on Church Street selling their home. The neighbors have debris in their yard and the home is not selling. Mr. Perkins had previously sent violation letters and progress was made with cleanup. Mr. Perkins will revisit the site. A motion was made by Deputy-Mayor Truman to accept the report; Trustee Polo seconded the motion.

Chris Buckley presented the DPW Report for the month of April. Total gallons of water pumped for April was 7,567,000. Bacterial samples were negative and nitrate levels at 4.7 and 6.9 mg/l. The well #1 is currently at 11.2 ft. Water distribution system repairs were performed at Applied Energy and Sunrise Dojo. Streets were repaired due to plow damage, trees were trimmed and removed, and street sweeping began. The spring and summer banners were hung and cleaning has begun on mulching the landscaping and flowerbeds. All parks are open for the season. To date, two quotes have been received to seal the tennis courts. $15,000 was put into the 2008-2009 General Budget. Nagle Seal Coaters $26,995 and Super Seal Coating Company $24,645. One additional bid is pending. The Village crew will begin working 9-hour days Monday-Thursday and Friday’s 7 a.m. to 11 a.m. to alleviate overtime. A motion was made by Trustee O’Donoghue to accept the report; Trustee DiLiberto seconded the motion.

David Richardson presented the Police Report for the month of April. There were 497 village calls and three town calls for the month. Included were four domestic incidents, three finger print sets, 30 traffic tickets, five motor vehicle accidents, five ambulance calls, four burglar alarms, four assists to the fire department, three assists to the Livingston Sheriff, six vehicle lock outs, five animal complaints and 37 arrests. Activities included CMCS Resource Officer, checks on village parks, homeowner’s property, business and soft target checks, monitor of traffic circle, bus dismissal, and closings at Wilson Farms and Marketplace grocery store. Other items include lecture at the Learning Tree School, Child Car Seat Event at the Fire Department, Safety Fair at the Elementary School and Babysitters Course. A motion was made by Trustee Polo to accept the report; Deputy-Mayor Truman seconded the motion.

Jared Passamonte, new part-time Police Officer was introduced to the Village Board members.

Mayor Caluorie delivered exciting news to the Village Board members and attendees of tonight’s meeting. Mayor Caluorie and DPW Superintendent Chris Buckley prepared a grant. Both traveled to Albany and Buffalo to meet with Senator Dale Volker. A request was made to fund the water decommission and to replace the current Village of Caledonia drinking water well per the New York State Department mandates. On March 31st, the Village received word that $100,000 was being funded for the entire project. Thank you Mayor Caluorie and Chris Buckley for your hard work preparing the grant and your persistent, continuous follow-up to Senator Volker’s office.

Peggy Roll – tennis courts. Mrs. Roll detailed to the Village Board her proposal for fundraising to resurface the village tennis courts. 1) Sale of refreshments at home tennis matches. 2) There will be a community garage sale on Saturday, June 7th. Tennis team families will be asked to donate baked goods and/or garage sale items. 3) Community-wide tennis tournament in July. There would be an entrance fee for teams (father/son, mother/daughter, etc), t-shirts for sale and a concession stand. And 4) Raffles.

Bill Lysco – Caledonia Fire Department. Mr. Lysco informed the Board of the Fire Department intentions to bring back the Caledonia Parade. It is currently scheduled for July 11, 2009. It would not include a carnival.

A motion was made by Trustee Polo to approve Mr. Steve Kocher’s Middle School Life Skills class to hold a car wash on Saturday, May 17th, from 9 am until 4 pm; Trustee DiLiberto seconded the motion.

Debbie Davis discussed the Community Garage Sale being held on Saturday, June 7th. Signs will be posted entering the village and flyers will be distributed by street captains to the residents. Mrs. Davis requested to hang a banner at Hamilton Park advertising the event. The Village Board agreed. Mrs. Davis requested the Village Board pay for the Genesee Valley Pennysaver ad advertising the garage sale. The Village Board agreed. Mrs. Davis discussed a geranium sale at Trigon Park on May 16-17 to support the Veterans Memorial Wall. The village crew will deliver three picnic tables to Trigon Park.

A motion was made by Trustee O’Donoghue to approve the Caledonia Soccer Club use of Washburn Park from May 1 to July 31; Trustee Polo seconded the motion. All field use will be coordinated with Youth Baseball and Softball schedules. A certificate of insurance has been received.

Executive Session – a motion was made by Deputy-Mayor Truman to enter into executive session at 8:17 p.m. to discuss personnel; Trustee Polo seconded the motion.

After some discussion, Trustee DiLiberto made a motion at 8:45 p.m. to close the executive session; Trustee O’Donoghue seconded it.

Recreation 2008: a motion was made by Trustee Polo to approve the summer park employees Justin Walsh, Josh Shelton, Pat Combo, Michelle Matteson, Steve Harrington, John Schweichler, Lee Reed and Jordon Vokes; Trustee O’Donoghue seconded the motion.

Officer David Richardson discussed a sponsorship position for Travis Gray; which would include 160 hours of field training. A motion was made by Trustee O’Donoghue to accept the sponsorship pending Civil Service and approval from Village Attorney Jim Coniglio; Trustee Polo seconded the motion.
