Village Board Meeting
Minutes The Village of Caledonia Board of Trustees held a meeting on Tuesday, June 3, 2008 at 6:30 p.m. at the Village Office. Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Scott DiLiberto, Jerry O’Donoghue and Steve Polo. Also present: Attorney Ron Hull A motion was made by Scott DiLiberto to approve the May 6th and May 30th, 2008 Board Meeting Minutes; Deputy-Mayor Teresa Truman seconded the motion. Trustees DiLiberto, O’Donoghue & Polo Bills were audited and ordered paid:

Trustees DiLiberto, O’Donoghue & Polo A motion was made by Trustee Polo to approve a budget amendment in the amount of $1,000 to A3120.150 Crossing Guard from A1990.400 Contingency; Trustee DiLiberto seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman,
Trustees DiLiberto, O’Donoghue & Polo Nora Brunette presented Clerk-Treasurer Report for the month of June. General revenues for the month totaled $26,794. The court revenue was $6,535, Livingston County Mortgage Tax $6,150 and Sales Tax $9,782. The total water revenue was $11,151 and unpaid water as of May 31st was $7,595. Total expenses for the month were $92,976. The general equipment reserve has increased $45,734 due to a transfer made in the 2007-2008 fiscal year. Trustees DiLiberto, O’Donoghue & Polo Tom Perkins presented the verbal Code Enforcement Report for the month of June. Numerous pool and deck permit applications were received. Notification of violation has been served on a resident who has horses on his property. The resident has 15 days in which to respond. Trustees DiLiberto, O’Donoghue & Polo Chris Buckley presented the DPW Report for the month of June. 8,215,000 gallons of water were pumped. Well #1 is currently at 9.2 feet. Work complete on the water distribution system included replacing a main line valve on Armstrong Street and Stanton Parkway. Two hydrants were purchased for future replacement. All valves on the west and south sides of the village were exercised and all dead end main lines were flushed. New York Leak Detection surveyed the village and found two leaks; which were repaired the next day. Street sweeping, mowing and park maintenance continues. New windows were installed at the shop on Park Place and patching continues on East Avenue. A Preliminary Cost Estimate for the West Main Street Drainage project was submitted from Chatfield Engineers, P.C.; total cost $104,838. Chris Buckley stated that the pond by Steen’s has contributed greatly to the alleviation of flooding in the West End. Trustees DiLiberto, O’Donoghue & Polo David Richardson presented the Police Report for the month of June. There were 376 total service calls, two domestic incidents, three sets of fingerprints, 27 traffic tickets, two motor-vehicle accidents, eight ambulance calls, two burglar alarms, one assist for the fire department, seven vehicle lock outs and three animal complaints. There were 24 arrests for the month. Activities included CMCS Resource Officer, park, property, business and soft target checks. Also included was court appearance, monitor of the traffic circle and bus dismissal. The 2007 Yearly Report includes 4,718 service calls and 97 arrests. Trustees DiLiberto, O’Donoghue & Polo Officer Richardson read Officer Chris Beach’s letter of resignation effective July 1, 2008. The Village Board complimented Officer Beach on his work with the village. A motion was made by Trustee Polo to accept the resignation; Trustee O’Donoghue seconded the motion. Trustees DiLiberto, O’Donoghue & Polo Discussion regarding the number of personnel needed to insure proper coverage in the Police Department. Trustee Polo recommended that one part-time officer be hired; which would total one full-time and three part-time officers. Trustee Polo would like a scenario prepared for coverage with 3 part-time and 4 part-time officers. Trustee Polo made a motion to hire Jesse Cole at $17.00 per hour, part-time; Trustee O’Donoghue seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman,
Trustees DiLiberto, O’Donoghue & Polo Trustee Scott DiLiberto questioned the police fuel consumption costs. Clerk-Treasurer Ann Marie Grattan will provide the information at the next board meeting. Mayor Caluorie spoke about Chris Beach’s service to the village. He received many compliments from the District Attorney’s and other attorneys on what a fine job Chris did with investigations. Jeff Deragon – funeral home parking lot issues. Mayor Caluorie made a recommendation to the Village Board to appoint an Alternate Zoning Board Member and Acting Chairperson. Current Chairperson Allen Roggen cannot participate in these meetings at any level. A motion was made by Deputy-Mayor Truman to appoint Barry Ganzhorn; Trustee DiLiberto seconded the motion. Trustees DiLiberto, O’Donoghue & Polo A request has been made for a 19th century picnic at the MacKay Park. A motion was made by Trustee Polo to approve the picnic if the MacKay Committee is in agreement; Trustee O’Donoghue seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman,
Trustees DiLiberto, O’Donoghue & Polo Tony Coppini requested permission to operate a Chicken BBQ stand at a permitted location within the village. Mr. Coppini would like to operate on alternate Sundays from noon to 6:00. Possible locations for operation were discussed. Mr. Coppini’s original request was to work out of the parking lot by the Town and Country Restaurant on property owned by New Concept Finishes. Mayor Caluorie questioned the proximity to the Town & Country Restaurant and suggested Mr. Coppini discuss his plans with the owners. Trustee DiLiberto suggested the Village Parking Lot from a safety standpoint. Code Enforcement Officer Tom Perkins stated that there was no problem with either site from a code perspective as long as all vendor licenses were obtained and the Department of Health approved. A motion was made by Trustee DiLiberto to grant permission to operate on a trial basis from June – September on Alternate Sundays once all necessary permits are issued and there are no objections from any neighboring businesses; Trustee O’Donoghue seconded the motion. Trustees DiLiberto, O’Donoghue & Polo Discussion regarding the Commons sign at the Village Parking Lot. Trustee DiLiberto requested information on rules of the sign, who was in charge of it and who owned it. The village owns the sign. The Village Clerk takes requests from various non-profit organizations and employee Karen Polo places the information on the sign. It is a first-come, first-serve basis. The function of the sign was for non-profit organizations and groups within the community to advertise events at no cost. Trustee DiLiberto stated he was satisfied with the explanation. Community Education Coordinator Sally Santora requested permission to run group tennis lessons in cooperation with the Village Recreation Commission. Mrs. Santora has spoken with Recreation Chairperson Betty McClenney and Director Lindsey Peet and both are interested in the program. A motion was made by Deputy-Mayor Teresa Truman to approve tennis lessons on Monday and Tuesday’s from 8 to 10 a.m. beginning on July 14th; Trustee O’Donoghue seconded the motion. Trustees DiLiberto, O’Donoghue & Polo President of Caledonia Youth Baseball Tim Anderson thanked the DPW for the work performed preparing the parks and baseball fields. Mr. Anderson’s concern is regarding the parking on Iroquois Road and Fairview Place and tickets being used for illegal parking. Mr. Anderson asked if the softball field at Washburn Park could be moved by the DPW shop to eliminate people parking on Fairview Place. DPW Superintendent Chris Buckley agreed that it could be moved. Executive Session: a motion was made by Deputy-Mayor Truman to enter into executive session at 8:25 p.m. for the purpose of legal issues; Trustee O’Donoghue seconded the motion.
