Village Board Meeting Minutes
January 22, 2008

The Village of Caledonia Board of Trustees held a meeting on Tuesday, January 22, 2008, at 7:00 p.m. at the Village Office.

Members Present: Mayor Caluorie, Deputy-Mayor Truman, Trustees Steve Boscoe and Diane Fowler. Absent: Trustee Steve Polo and Village Attorney Jim Coniglio.

Garbage and Recycle Bids: Clerk-Treasurer Ann Marie Grattan read the legal notices posted in the official newspaper The Livingston County News. Bids were received as follows:

Election Inspectors: a motion was made by Trustee Boscoe to approve Election Inspectors Rose Marie Valentino, Karen Rychlicki, Betty McClenney and Stephany Schroeder, alternate Becky Schroeder; Deputy-Mayor Truman seconded the motion.

The village election will be held on Tuesday, March 18, 2008 from 12:00 p.m. until 9:00 p.m. at the Village Hall, 3095 Main Street.

A motion was made by Deputy-Mayor Truman to approve payment of the December 2007 court fees of $2,000; Trustee Fowler seconded the motion.

Main Street easements – tabled.

A motion was made by Trustee Fowler to approve Mayor Caluorie to sign a letter of intent to the Monroe County Water Authority as a possible alternate source of water supply; Trustee Boscoe seconded the motion.

A motion was made by Deputy-Mayor Truman to approve Mayor Caluorie to sign a acceptance of proposal from Chatfield Engineers for engineering services related to the Water Supply Abandonment; Trustee Boscoe seconded the motion.

Budget Workshops: a motion was made by Trustee Fowler to approve the following budget workshops; Deputy-Mayor Truman seconded the motion.

A motion was made by Trustee Boscoe to schedule the 2008-2009 Budget Public Hearing for Tuesday, April 1, 2008, at 6:00 p.m.; Trustee Fowler seconded the motion.

NAY: None

A motion was made by Trustee Boscoe to appoint Gretchen Hartford and Laurie Sattora as Registrar of Vital Statistics; Trustee Fowler seconded the motion.

Caledonia Library Association 2008 Budget was presented by Kathleen Brown. In 2007, the Village donated $30,835 to the library. This year’s request is for $35,000. Item tabled until the Budget Workshops.

Flowers: discussion with Ms. Karen Ludlum and Mrs. Karen Polo regarding the Garden Club and members of the community offering their services to plant and maintain flowers. The Garden Club would like to continue maintaining the flowerpots on Main and State Street. Mrs. Polo, Mrs. Debbie Davis and Mrs. Rita Kanaley would like to maintain the Welcome to Caledonia signs, commons median and community sign flowerpot. Mayor Caluorie and the Village Board asked that both groups work together and revisit the board with a plan. The Village Board thanked them for their offer.

Executive Session: Trustee Fowler made a motion at 8:10 p.m. to enter into executive session to discuss personnel; Deputy-Mayor Truman seconded the motion.

NAY: None

After some discussion, a motion was made at 8:14 p.m. by Trustee Boscoe to close the executive session; Trustee Fowler seconded the motion.

Village Board Meeting Minutes
January 8, 2008

The Village of Caledonia Board of Trustees held a meeting on Tuesday, January 8, 2008, at 6:00 p.m. at the Village Office.

Members Present: Mayor Caluorie, Deputy-Mayor Truman, Trustees Steve Boscoe and Steve Polo. Absent: Village Attorney Jim Coniglio and Trustee Diane Fowler.

A motion was made by Trustee Boscoe to approve the December 18, 2007 Board Meeting Minutes; Trustee Polo seconded the motion.

A motion was made by Deputy-Mayor Truman to approve the budget transfers; Trustee Boscoe seconded the motion.

Ann Marie Grattan presented the Clerk-Treasurer Report for the month of December. General revenues were $20,029 and water revenues were $1,532. Outstanding water as of December 31st was $4,499.81. Water consumption is down approximately $7,000 from last year. Expenses for the month totaled $68,993. Recreation, Police and DPW supervisors each received their payroll and contractual budget reports. A motion was made by Deputy-Mayor Truman to accept the report; Trustee Boscoe seconded the motion.

Mayor Caluorie presented a verbal Code Enforcement Report for the month of December. 3055 Main Street code violations – the notices of violations were forwarded to Village Attorney Jim Coniglio by Code Enforcement Officer Tom Perkins. A notice was sent to the current owner EMC Mortgage Co. A deadline was set of January 25, 2008 to propose a voluntarily manner to bring the property to compliance. West Main Street easements – the easements were sent to the three property owners and completion should be within two weeks. 3123 Main Street property will be undergoing remodeling. The property owner will be working with Tom Perkins on compliance. A motion was made by Deputy-Mayor Truman to accept the report; Trustee Boscoe seconded the motion.

Chris Buckley presented the Code Enforcement Report for the month of December.

Gallons of water pumped were 7,715,000 and nitrate/bacteria samples tested negative. The well is currently at 8.8 feet compared to 7.1 feet last year. Meter pit sump pumps were serviced, meters were read and seven meters were replaced. Most of December consisted of snow removal. Cold patching and leaf pickup continues. A motion was made by Trustee Polo to accept the report; Trustee Boscoe seconded the motion.

A motion was made by Trustee Polo to approve Chris Buckley, Robert Frew and Richard Kaness to attend a workshop at the Western New York Water Works Conference; cost $20 each; Trustee Boscoe seconded the motion.

Officer David Richardson presented the Police Report for the month of December. There were 347 village service calls and three town calls. Three domestic incidents occurred, 37 traffic tickets were issued and four motor vehicle accidents occurred. The Village Police Department assisted eight ambulance calls, one fire department call and three Livingston County Sheriff calls. There were three burglar alarms and five vehicle lockouts. There were 30 arrests. Activities included CMCS Resource Officer, CMCS dance, concert, basketball games and wrestling matches. Other activities included park, property, business, resident and soft target checks, and foot patrol and court appearance. A motion was made by Trustee Polo to accept the report; Deputy-Mayor Truman seconded the motion.

Nims – Mayor Caluorie spoke with the secretary of the Livingston County Emergency Management Services Department whom assured him that although the certificates have not been forwarded to the village as of yet, they have a list of each member who attended the NIMS training.

Workplace Violence Protection Act – tabled.

Police Contract – a motion was made by Trustee Boscoe to approve Mayor Caluorie to sign the annual Emergency Police Protection contract with Town Supervisor Dan Pangrazio; Trustee Polo seconded the motion.

A motion was made by Trustee Polo to accept Janet Cappotelli’s letter of resignation as Recreation Director; Trustee Boscoe seconded the motion.

A motion was made by Trustee Polo to approve Janet Cappotelli as a volunteer Recreation and Youth committee member; Trustee Boscoe seconded the motion.

Letter of Resignation from Don Cook – Zoning Board of Appeals member. Tabled until February 22, 2008.

A motion was made by Trustee Boscoe to adjourn at 7:25 p.m.; Trustee Polo seconded the motion.
