Village Board Meeting
Minutes The Village of Caledonia Board of Trustees held a meeting on Tuesday, December 18, 2007, at 7:00 p.m. at the Village Office. Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Steve Boscoe, Diane Fowler and Steve Polo. Absent: Village Attorney Jim Coniglio. A motion was made by Deputy-Mayor Truman to approve the December 4, 2007 Board Meeting Minutes; Trustee Boscoe seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None Bills were audited and ordered paid:
A motion was made by Deputy-Mayor Truman to approve the bills paid; Trustee Boscoe seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None A motion was made by Trustee Fowler to approve the following Budget Transfer, A3620.400 Safety Contractual $464.73 from A1480.400 Public Information; Deputy-Mayor Truman seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None Main Street Easements pending Village Attorney Jim Coniglio. Main Street Marozzi Property in violation of code pending Village Attorney Jim Coniglio. Water Supply Mayor Caluorie met with the Monroe County Water Authority and plans two additional meetings with Chris Buckley and J.P. Schepp of Chatfield Engineers. Nims additional training and certificates pending Kevin Neidermaier of the Livingston County Emergency Management Services. Workplace Violence Protection Act Mayor Caluorie is researching panic alarms for the clerks offices. Working Foreman Chris Buckley presented the DPW Report for the month of November. Well levels are currently at 4.6 feet compared to 9.3 feet last year. A tour of the water plant and system for Chatfield Engineers was conducted for a water treatment plant design class at RIT. All hydrant markers have been installed for the winter. Water meters were read and a leak was fixed on State Street. Leaf pickup was completed and the holiday decorations were hung. A motion was made by Trustee Boscoe to accept the report; Trustee Fowler seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None Graney Road Water Storage Tank Interior Painting a motion was made by Trustee Fowler to approve Mayor Caluorie to sign the Certificate of Substantial Completion; Trustee Boscoe seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None Louise Wadsworth, Director of the Microenterprise Assistance & Downtown Revitalization Program for Livingston and Wyoming Counties discussed programs for small businesses. The programs offer downtown revitalization, financing, classes/training, continuing education, and marketing and grant services. Forms may be obtained at the Village Office. Trustee Boscoe delivered to the Board the 2007 Appreciation Award for Caledonia-Mumford "for your collaboration and partnership with the Livingston County Chamber of Commerce" presented by the Livingston County Chamber of Commerce at the December 14, 2007 13th Annual Community Update Luncheon. Executive Session a motion was presented by Deputy-Mayor Truman to enter into executive session at 8:30 p.m. to discuss personnel; Trustee Fowler seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo. NAY: None After some discussion, a motion was made by Trustee Fowler at 9:15 p.m. to close the executive session; Deputy-Mayor Truman seconded the motion. Village Board Meeting
Minutes The Village of Caledonia Board of Trustees held a meeting on Tuesday, December 4, 2007, at 6:00 p.m. at the Village Office. Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Steve Boscoe and Steve Polo. Also present: Village Attorney Jim Coniglio. Absent: Trustee Diane Fowler. A motion was made by Deputy-Mayor Truman to approve the November 20, 2007 Board Meeting Minutes; Trustee Boscoe seconded the motion. NAY: None Ann Marie Grattan presented the Clerk-Treasurer Report for the month of November. General revenues were $9,707.86. Water revenues were $12,276.75. Total expenses were $131,248.76. Outstanding water was $5,691. Recreation, Police and DPW supervisors received their payroll budget and contractual reports. A report outlining six fiscal years of expenses incurred by department was presented along with the average increase/decrease yearly. A motion was made by Trustee Boscoe to accept the report; Trustee Polo seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe and Polo. NAY: None Tom Perkins presented the CEO Report for the month of November verbally. Mr. Perkins was contacted by the Livingston County Division of Social Services regarding an apartment on Main Street with a collapsing roof. Mr. Perkins will provide Village Attorney Jim Coniglio a list of violations for the Marozzi property on Main Street and a notice will be sent to the bank. A motion was made by Trustee Polo to accept the report; Deputy-Mayor Truman seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe and Polo. NAY: None DPW Report tabled until December 18, 2007. Chris Beach presented the Police Report for the month of November. The village police received 362 total village service calls and three for the town. There were two domestic incidents, 35 traffic tickets, five motor vehicle accidents, seven ambulance calls, three burglar alarms, three vehicle lockouts and three calls to assist the Livingston County Sheriffs Department. Thirty-eight arrests occurred. Activities included CMCS Resource Officer, attend football games, bus detail, court appearance, foot patrol, monitor traffic circle, snowbird residence home checks, park, property, business and soft target checks. A motion was made by Trustee Polo to accept the report; Deputy-Mayor Truman seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe and Polo. NAY: None Jeff Deragon variance request for a parking lot executive session discussion to follow. Main Street easements tabled, Village Attorney Jim Coniglio. Water Supply discussion Mayor Caluorie stated he would be attending a meeting with the Monroe County Water Authority on Thursday, December 6, 2007. A motion was made by Trustee Boscoe to authorize the Village Consultants (J.P. Schepp, Chris Buckley, Joe Caluorie, Jim Coniglio and Stuart Brown) to pursue funding and financing options to covert to the Monroe County Water Authority as a proposed water source; Deputy-Mayor Truman seconded the motion. AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe and Polo. NAY: None Village Attorney Jim Coniglio will schedule a meeting with Stuart Brown and the Village Board will have a tentative water budget in place by February 1, 2008. Nims Training Mayor Caluorie will contact Kevin Niedermaier for certificates and future classes. Big Springs Museum Trustee Boscoe discussed a grant the museum has applied for to link together the museum, MacKay Park and Tennent Park. The museum is requesting the village DPW crew offer work assistance. This item will be tabled until 2008 Budget Workshops. Executive Session a motion was made at 7:17 p.m. by Trustee Polo to enter into executive session for legal issues; Trustee Boscoe seconded the motion. NAY: None After some discussion, a motion was made at 7:50 p.m. by Trustee Polo to close the executive session; Deputy-Mayor Truman seconded the motion.
