Village Board Meeting Minutes
August 27, 2007

The Village of Caledonia Board of Trustees held a special meeting on Monday, August 27, 2007, at 4:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Steve Boscoe and Steve Polo. Also present: Water & Street Foreman Chris Buckley, John Paul Schepp of Chatfield Engineers, P.C. and Stuart Brown of Stuart I. Brown Associates, Inc. Absent: Trustee Diane Fowler.

Discussion regarding Water Supply Improvements – Funding Opportunities.

Three sources of funding possibly available:

  1. Small Cities Grants – up to $400,00 with a household survey
  2. USDA Rural Development – loan program and grants
  3. Drinking Water State Revolving Fund (DWSRF) – loan program with target service charge

Discussion regarding the Public Meeting at the CMCS Middle School Auditorium on Tuesday, September 18, 2007, at 7:00 p.m.

There being no further business, the meeting adjourned at 4:50 p.m.

Village Board Meeting Minutes
August 14, 2007

The Village of Caledonia Board of Trustees held a special meeting on Tuesday, August 14, 2007, at 1:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Trustees Steve Boscoe, Diane Fowler and Steve Polo. Absent: Deputy-Mayor Teresa Truman. Also present: John Paul Schepp of Chatfield Engineers.

Review of the Engineering Report for the Village of Caledonia Water Study, Livingston County, New York, dated April 23, 2007, prepared by Chatfield Engineers, P.C.

  • Problem evaluation – Surface Water Treatment Rule; On January 5, 2006 the EPA issued regulations for small Public Water Supplies. Regulations are to improve public health protection through the control of microbial contaminants.
  • Evaluation of Alternatives: A) improvements to existing facilities B) additional treatments C) development of new wells D) purchase water from the Monroe County Water Authority.
  • Review of recommendations and costs.

1:45 p.m. Trustee Boscoe exited the meeting.

There being no further business, a motion was made by Trustee Fowler at 2:00 p.m. to adjourn; Trustee Polo seconded the motion.

Village Board Meeting Minutes
August 7, 2007

The Village of Caledonia Board of Trustees held a meeting on Tuesday, August 7, 2007, at 4:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Steve Boscoe, Diane Fowler and Steve Polo.

Public Hearing: a motion was made by Deputy-Mayor Truman to open the Public Hearing regarding expending $35,000 from the Water Equipment Reserve for the interior painting of the Graney Road water storage tank; Trustee Boscoe seconded the motion.

AYE: Mayor Caluorie, Deputy-Mayor Truman, Trustees Boscoe, Fowler and Polo.
NAY: None

Graney Road Water Storage Tank Bid: held on Monday, August 6, 2007, at 11:00 a.m. at the village office, the following bids were received:

A motion was made by Deputy-Mayor Truman to approve the July 3, July 11 and July 12 Board Meeting Minutes; Trustee Polo seconded the motion.

Bills were audited and ordered paid:

A motion was made by Deputy-Mayor Truman to approve the bills paid; Trustee Fowler seconded the motion.

Budget Transfer: a motion was made by Deputy-Mayor Truman to move $1,286.22 to A8540.400 Drainage Contractual from A5410.400 Sidewalks Contractual; Trustee Polo seconded the motion.

NAY: None

A motion was made by Trustee Fowler to approve payment of the June court fees, $3,955; Trustee Polo seconded the motion.

Clerk-Treasurer Report for June and July was submitted by Ann Marie Grattan. June revenues totaled $801,651.52; expenses $205,361.56. July revenues totaled $184,668.99; expenses $112,934.97. Outstanding taxes pending as of August 7th were $69,721. Outstanding water is $11,143.19. DPW, Police and Recreation payroll and contractual budget sheets were submitted to the department supervisors. A motion was made by Trustee Polo to accept the report; Deputy-Mayor Truman seconded the motion.

Code Enforcement Report – not submitted.

Police Report for June and July was submitted by David Richardson. June service calls totaled 366. There was one domestic incident, three fingerprint sets, 30 traffic tickets, four motor-vehicle accidents, seven ambulance calls, five burglar alarms, one assistance to the fire department and six animal complaints. There were 18 arrests in June. July service calls totaled 290. There was one domestic incident, 22 traffic tickets, three motor-vehicle accidents, four fingerprint sets, three burglar alarms, five animal complaints, 13 ambulance calls and two assistance to the fire department. There were 13 arrests in July. A motion was made by Trustee Polo to accept the report; Trustee Fowler seconded the report.

Letter of resignation from Officer Michael Murphy was read by Mayor Caluorie. Mr. Murphy thanked the Village Board for the opportunities extended to him. A motion was made by Trustee Polo to accept the resignation effective July 30, 2007; Deputy-Mayor Truman seconded the motion.

A motion was made by Trustee Polo to accept William Koch’s letter of resignation from the Recreation Board effective July 10, 2007; Deputy-Mayor seconded the motion.

DPW Report for the month of June and July was submitted by Chris Buckley. June included meter readings, street sweeping, hydrant painting and the Hambro Park Project. This included excavation of clay, installation of drainage and catch basins, concrete gutters, relocation of one water service. July included grading of stone, paving of the road with a 3" binder and 1" of top course, new driveway aprons and lawn restoration. Also in July, the baseball fields were prepped for an all-star tournament, the fire hall roof was tarred, and equipment maintenance continued as well as cold patching and roadside mowing. 

A motion was made by Trustee Boscoe to accept the report; Trustee Polo seconded the motion.

Workplace Violence Prevention Act – tabled, Mayor Caluorie.

MacKay Park – Barry Ganzhorn presented to the Village Board a check in the amount of $1,000; proceeds from the sale of 300 MacKay Park books sold. The Village Board thanked Mr. Ganzhorn for his dedication and generosity. The donation will be placed in a fund set aside for future park projects.

A motion was made by Trustee Fowler to declare the wooden flower boxes as surplus property; Trustee Boscoe seconded the motion. The flowerpots are of zero value.

NAY: None

Mr. Dick Stein addressed the Village Board regarding the sale of his property to a developer interesting in building new homes. Mr. Stein notified the board that his village property will be in need of a water connection. Mr. Stein also asked the board the status of the drainage problems on Main Street. Mr. Mayor stated that all the easement documents have been signed and once the village receives copies, Chris Buckley and Mark Schroeder will begin the project.

ZBA letter to the Village Board – Mayor Caluorie read a letter from Allen Roggen, ZBA member requesting the Village Board consider a review of the current zoning and create a master plan. Also, the Board of Appeals is requesting changing the method of notice of hearings in 215-109 D from certified to first class mail. Trustee Boscoe will contact Town Supervisor Dan Pangrazio to inquire if the town is interested in a join master plan.

Recreation and Youth Budgets for the 2008-2009 fiscal year were submitted to the Village Board for their review.

A motion was made by Deputy-Mayor Truman at 5:08 p.m. to close the public hearing; Trustee Fowler seconded the motion.

NAY: None

Trustee Boscoe offered the following resolution, with Trustee Polo moving for adoption:

WHEREAS, the Village of Caledonia Board of Trustees authorizes the use of the Water Equipment Reserve Fund.

WHEREAS, notice of such Public Hearing was duly published in the official newspaper of the Village of Caledonia and posted as required by law;

WHEREAS, such Public Hearing was held on August 7, 2007 and all persons interested therein were heard.

NOW, THEREFORE, BE IT RESOLVED, that the Village of Caledonia in regards to painting the interior of the Graney Road water storage tank, authorizes expending $35,000 from the Water Equipment Reserve.
