April 7, 2008

The Village of Caledonia Board of Trustees held the Annual Organizational Meeting on Monday, April 7, 2008 at 6:00 p.m. at the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Scott DiLiberto, Jerry O’Donoghue and Steve Polo.

Oath of Office: Judge Mark Riggi, Trustee Scott DiLiberto and Jerry O’Donoghue.

Appointments: a motion was made by Trustee Polo to accept Mayor Caluorie’s appointments as follows; Trustee O’Donoghue seconded the motion.

A motion was made by Trustee DiLiberto approving the Livingston County Newspaper as the Official Newspaper; Trustee Polo seconded the motion.

A motion was made by Trustee DiLiberto to approve the Bank of Castile and Five Star Bank as Official Depositories; Trustee Polo seconded the motion.

A motion was made by Trustee DiLiberto to approve the Financial Officer Ann Marie Grattan to renew all CD’s, payment of bonds, BANS, financial transactions and to prepay vouchers such as utilities, postage, insurance, garbage/recycle, etc, if due before next meeting; Deputy-Mayor Truman seconded the motion.

A motion was made by Trustee DiLiberto to approve the following budget amendment; Trustee Polo seconded the motion. A2610 Fines & A1110.400 Court Contractual $83.25

A motion was made by Trustee O’Donoghue to approve the Caledonia-Mumford Junior Girl Scout Troup 1083 a car wash on Saturday, June 14th, from 10:00 a.m. until 1:00 p.m.; Trustee DiLiberto seconded the motion.

Village Board Meeting Minutes
April 1, 2008

The Village of Caledonia Board of Trustees held a meeting on Tuesday, April 1, 2008, at 6:00 p.m. in the Village Office.

Members Present: Mayor Joe Caluorie, Deputy-Mayor Teresa Truman, Trustees Steve Boscoe, Diane Fowler and Steve Polo.

Public Hearing for the 2008-2009 Budget: Clerk-Treasurer Ann Marie Grattan read the legal notice posted in the Livingston County Newspaper.

A motion was made by Trustee Boscoe to approve the March 18, 2008 Board Meeting Minutes; Trustee Fowler seconded the motion.

NAY: None

Notice of Defect – Clerk-Treasurer Ann Marie Grattan discussed a notice of defects received for a sidewalk on State Street. Chris Buckley viewed the area and it is the raised porch of the Masonic Temple; which is not village property. Also, a resident fell on Main Street in front of the Cozy Kitchen. There was no defect to the sidewalk but the resident wanted to advise the board of her injury.

Ann Marie Grattan presented the Clerk-Treasurer Report for the month of March. General revenues for the month totaled $40,505 and were down $20,791 from February. Water revenues totaled $9,769. Outstanding water rents receivable as of March 31st was $2,143.25. Water revenue comparison from last year is up $4,098. Expenses for the month totaled $80,006 and were down $3642 from February. Recreation, DPW and Police payroll and contractual budget sheets were submitted to the department supervisors. A motion was made by Trustee Boscoe to accept the report; Trustee Fowler seconded the motion.

Tom Perkins presented the Code Enforcement Report for the month of March. Mr. Perkins discussed parking at St. Columba Church. The church will not increase the number of parking lots; it will be widened. This is not in violation of village code. A resident has filed a complaint regarding a Church Street property with debris in the yard. Mr. Perkins inquired about violations given to Village Attorney regarding Casey Callan’s property on North and Lehigh Street. A motion was made by Deputy-Mayor Truman to accept the report; Trustee Polo seconded the motion.

Chris Buckley presented the DPW Report for the month of March. Total gallons of water pumped was 7,384,000. Well #1 is at 11 feet compared to 10.5 feet last year. Meters were read and repairs completed. Three DPW employees attended a free water school on March 20th. Snow and ice removal continued as 172 tons of salt was used to date this year. 100 tons remain unused. Cold patching and tree trimming was performed. Buildings included repairing the ceiling in the courtroom, painting and adding a chair rail. A motion was made by Trustee Boscoe to accept the report; Trustee Fowler seconded the motion.

David Richardson presented the Police Report for the month of March. There were 420 village service calls and five town calls. There were two domestic incidents, 2 sets of fingerprints, 24 traffic tickets, six motor vehicle accidents, 18 ambulance calls, three burglar alarms, three assist to the Fire Department, four assists to the Livingston County Sheriff, five vehicle lockouts, one assist to the Monroe County Sheriff and six animal complaints. There were 21 arrests for the month. Activities included CMCS Resource Officer, checks on village parks, homeowner’s property, business and soft target areas. Also, there was court appearance, monitoring of the traffic circle and bus dismissal. Two lectures were given at the Learning Tree Preschool. Officer Richardson stated that DWI funds amounted to $1,868.85 for the 2006 claim. The village will receive $3,328.47 for 2007 DWI funds. A motion was made by Trustee Fowler to accept the report; Trustee Polo seconded the motion.

Recreation Chairperson Betty McClenney discussed the 2008 Swim Program; which will run from July 7th to August 1st at Avon Central School. Cal-Mum Community Education is donating $1,500 towards the program.

2008-2009 Budget: Mayor Caluorie discussed a deduction in property tax collection of 3.07%. $54,500 will be appropriated to the General Equipment Reserve in preparation of a new loader next year. Buildings included a new furnace and ductwork at the village office plus a maintenance contract. One full-time police officer position has been replaced with part-time officers. A final payment will be made for the 2006 police car. Roadwork includes Cameron Place, Park Place, Clover Street, Keenan Place, Ellen Place and East Avenue. The tennis courts will be sealed in the parks. The library will receive a donation of $32,000 and museum $4,000. Refuse for 2008 will be $175,000. A contribution will be made for the second year of the Livingston County Downtown Revitalization. Water includes a Jersey Street project and decommissioning of the wells in preparation of the conversion to Monroe County Water. Some hydrants and meters will be replaced.

Budget Adoption:

A RESOLUTION to adopt the budget for the fiscal year commencing June 1, 2008 and ending with May 31, 2009, making appropriations for the conduct of Village government and establishing rates of compensation for officers and employees for such period;

WHEREAS, this board has met at the time and place as specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon:

RESOLVED, that the preliminary budget as set forth is hereby adopted and that several amounts stated in the column title "Adopted" in Schedule A1 and Schedule F1 shall be and hereby are appropriated for the objects and purposes specified shown therein effective June 1, 2008.

This being the last board meeting for Trustee Steve Boscoe and Diane Fowler, Mayor Caluorie thanked them for their many years of service to the Village of Caledonia. There being no further business, a motion was made at 7:15 p.m. by Trustee Boscoe to adjourn; Trustee Fowler seconded the motion.
