Caledonia Town Board
September 25, 2007
7:00 P.M.

A Special Meeting of the Town Board of the Town of Caledonia was held on Tuesday, September 25, 2006 at 7:00 PM, at the Town Hall.

Supervisor Pangrazio called the meeting to order at 7:00 P.M. and led in the Pledge of Allegiance.

Councilman Mark Rothrock
Town Clerk Laurie Sattora

The Supervisor reviewed the Tentative Budget for the year 2008 with the Town Board.

Councilman Anderson left the meeting at 7:25 P.M.

On motion of Councilman Rothrock seconded by Councilwoman Rychlicki, the meeting was adjourned.

Regular Monthly Meeting
Caledonia Town Board
September 13, 2007
7:00 P.M.

A regular meeting of the Town Board of the Town of Caledonia was held Thursday, September 13, 2007 at 7:00 P.M. at the Town Hall.

Supervisor Pangrazio called the meeting to order at 7:00 P.M. and led in the Pledge of Allegiance followed by a moment of silence in memory of September 11, 2001.

Highway Superintendent Mark Schroeder Entered the meeting at 7:20.

Absent: Councilman Tim Anderson

Others: Kathleen Brown, Judy Schweichler, James Layland, Kathy Harkness, Eileen LaFave, and Sally Santora.

RESOLUTION 96-2007
APPROVAL OF AUGUST 9, 2007 MINUTES

On motion of Councilwoman Rychlicki, seconded by Councilman Rothrock, the following resolution was

ADOPTED -Aye- Pangrazio, Rothrock, Rychlicki, Bickford Absent - Anderson Nay-0

RESOLVED, that the minutes of August 9, 2007 be approved as presented.

OPEN FORUM

  • Kathleen Brown gave a presentation to the Town Board on the Caledonia Library Association. The Caledonia Library is a member of the Pioneer Library System and has also received designation as a Historical Building on the National Registry. This designation as a historical building will now make more grant money available for the library to be able to apply for. The library is an association type library, which receives municipal support and also school district support. The library has several reading programs that currently supplement the school reading programs and also serves over 1400 regular patrons each year. For the 2008 budget, the library is requesting from both the Town and Village $35,000. Supervisor Pangrazio thanked Kathleen Brown on behalf of the Town Board for her presentation on the Library, and told her that the Town would honor the Library Association’s request of $35,000.00 for their 2008 Budget.
  • Eileen Lafave, Town Historian and Councilwoman Rychlicki addressed the Town Board on the recent improvements at the Caledonia Rural Cemetery. Eileen has a newly updated list and map of who is buried at the cemetery and has that at her shop since she gets many inquiries about the cemetery. Maureen Reeves has the old Iron Gate from the original entrance to the Caledonia Rural Cemetery and she would like to donate it to the Town to use as part of the entrance to the cemetery. The highway department will remove the gate when their work schedule permits. Eileen Lafave will contact Maureen Reeves about the removal of the gate.

ANNOUNCEMENTS & COMMUNICATIONS

  • The October 11, 2007 Town Board meeting is changed to October 18, 2007.

MEETING CHANGE FOR OCTOBER

On motion of Councilman Bickford, seconded by Councilwoman Rychlicki, the following resolution was

RESOLVED, that the October meeting date be changed from October 11, 2007 to October 18, 2007.

DEPARTMENTS & COMMITTEES

ATTORNEY

  • No report this month.

PLANNING BOARD

  • No report this month.

CODE ENFORCEMENT OFFICER

  • No report this month.

BUILDING & GROUNDS

  • A possible project involving the school would be to have them make some metal grave markers for the cemetery.
  • Ask the Garden Club if they would be able to put flowers in the pots at the cemetery next year.

PUBLIC SAFETY

  • Councilman Bickford reported that no action has been taken by the State regarding Taylor Hill on Route 36 near Black Street. Superintendent Schroeder will contact the Department of Transportation.

HIGHWAY

  • Highway Superintendent Mark Schroeder submitted his Monthly Report to the Town Board on the current projects that the Highway Department has been working on.
  • The Highway Department has been very busy working for the County, helping Avon and other towns, and also working on fletchers Lane.
  • Superintendent Schroeder met with JP Schep about the Neale Road sub-division and also work that needs to be completed on Cameron Road.
  • The Highway Department has received three quotes for grinding the brush. The quotes are as follows:
  • Crossroads Wood Recycling $2800
  • Terry Tree $3350
  • Zoladz $5900
  • The Highway Department will be helping the Village with work they are going to be doing on Park Place.
  • Highway Superintendent will be attending Highway School in Saratoga the week of September 24th, and also will be attending Pesticide training October 18th and 19th.

OTHER

  • On October 16, 2007 the Fire District will hold their budget hearing at the Town Hall.
  • The Supervisor met with the Highway Department about the 2008 Budget.
  • Councilman Mark Rothrock, Planning Board Co-Chairwoman Joan Crunden, and Town Clerk Laurie Sattora met with Liz Mistretta, the regional representative for General Code regarding the revitalization of the Town Code.

RESOLUTION 98-2007
STUMP AND BRUSH GRINDING

On motion of Councilman Rothrock, seconded by Councilman Bickford, the following resolution was

ADOPTED -Aye- Pangrazio, Rothrock, Rychlicki, Bickford Absent - Anderson Nay-0 RESOLVED, that the Highway Supt. be authorized to have the Crossroads Wood Recycling grind the accumulated brush and stumps at the cost of $2800. The Highway Superintendent will request the Village to pay for one-half the cost.

TOWN CLERK’S REPORT

Town Clerk Laurie Sattora submitted her monthly report for August 2007 to the Town Board. For the month of August 2007 the total State, County and Local Revenues received in the Town Clerk’s office were $7596.50. The total local shares were $3554.90. $103.05 went to the County Treasurer for Dog Licenses, $39.00 went to NYS Ag & Markets for the spay/neuter program, $3809.55 went to NYS Environmental Conservation for Licenses, and $90.00 went to NYS Department of health for Marriage Licenses.

On motion of Councilwoman Rychlicki, seconded by Councilman Rothrock, the following resolution was

RESOLVED, that the Town Board accept Town Clerk Laurie Sattora’s report for August 2007.

OLD BUSINESS

The Genesee Transportation Council held a meeting in July at the Village office about the development of a trail along the old Lehigh Valley Railroad corridor to link the Village of Caledonia to the existing Genesee Valley Greenway. At the present time in order for further development of the trail, many obstacles have to be overcome for it to proceed.

On motion of Councilman Rothrock, seconded by Councilwoman Rychlicki, the following resolution was

RESOLVED, that a Special Meeting be held on September 25, 2007, at 7:00 PM, at the Town Hall for the purpose of reviewing and presenting the Tentative Budget for the year 2008.

TRAPPING AGREEMENT

On motion of Councilwoman Rychlicki, seconded by Councilman Bickford, the following resolution was

RESOLVED, that the Supervisor be authorized to sign an agreement with Barry Ganzhorn, allowing him trapping privileges on Town of Caledonia property.

RE-APPOINTMENT OF ASSESSOR

On motion of Councilman Rothrock, seconded by Councilwoman Rychlicki, the following resolution was

ADOPTED -Aye- Pangrazio, Rothrock, Rychlicki, Bickford Absent - Anderson Nay-0

RESOLVED, that Kevin Quinlan shall be re-appointed as the Assessor for the Town of Caledonia, term to begin October 1, 2007 to September 30, 2013.

REVITALIZATION OF CODE

On motion of Councilwoman Rychlicki, seconded by Councilman Bickford, the following resolution was

RESOLVED, that the Supervisor be authorized to sign the agreement with General Code for revitalization services of the Town Code.

MUNICIPAL AGREEMENT FOR FUEL WITH CALEDONIA-MUMFORD SCHOOL DISTRICT

On motion of Councilman Bickford, seconded by Councilwoman Rychlicki, the following resolution was

ADOPTED -Aye- Pangrazio, Rothrock, Rychlicki, Bickford Absent - Anderson Nay-0

RESOLVED, that upon Attorney Skivington’s approval, the Supervisor be authorized to sign the agreement with the school district for the Town Highway Department to purchase fuel through the School District’s fuel facility.

PAYMENT OF BILLS

On motion of Councilman Rothrock, seconded by Councilman Bickford, the following resolution was

ADOPTED -Aye- Pangrazio, Rothrock, Rychlicki, Bickford Absent - Anderson Nay-0 RESOLVED, that the bills be paid in the following amounts:

  • General Fund Claims 241-268 $6,210.80
  • Highway Fund Claims 119-136 $37,761.53

The Board audited the Abstract of Paid Vouchers.

The Supervisor’s Monthly Report was presented for review.

On motion of councilman Rothrock, seconded by Councilman Bickford, the meeting was adjourned.
