A regular Meeting of the Town Board of the Town of Caledonia was held Thursday, June 12, 2008 at 7:00 P.M. at the Town Hall.

Supervisor Pangrazio called the meeting to order and led in the Pledge of Allegiance.

RESOLUTION 73-2008
APPROVAL OF MAY 8, 2008 MINUTES

On motion of Councilwoman Rychlicki, seconded by Councilman Bickford, the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that the minutes from May 8, 2008 be approved as presented.

OPEN FORUM

No one was present to speak.

ANNOUNCEMENT/COMMUNICATIONS

Supervisor Pangrazio reviewed the following with the Board:

  • Barry Ganzhorn thanked Dan for his letter that helped nominate him to receive the Livingston County Earth Day Award.
  • Supervisor Pangrazio attended the Livingston County Teen Recognition Dinner.
  • Heindale Farms received an EFARM grant.
  • Thank You Card from Mark Schroeder and family.
  • Letter from the Mendon Foundation regarding the Lehigh Valley Trail.
  • Letter from Empire State Wind Energy.

PLANNING BOARD

Councilman Anderson reported that the Planning Board meeting for May was cancelled due to no business on the agenda.

TRAFFIC SAFETY

Councilman Bickford reported to the Board that at the last traffic safety meeting the Taylor Crossing case has been closed.

BUILDING & GROUNDS

Eileen LaFave spoke to the Board on the Caledonia Rural Cemetery and some recent problems at the Rural Cemetery. A police report has been filed on some vandalism to gravestones, and some 45 -war veteran’s graves were mistakenly painted. Councilman Rychlicki was going to contact Derrick Monument on the cost estimate to fix the gravestones involved.

HIGHWAY

Highway Superintendent Mark Schroeder submitted his report to the Board on the current projects the Highway Department has been doing.

  • Highway Superintendent Schroeder attended Highway School last week in Ithaca.
  • The Highway Department has been very busy removing trees, cutting down the hill and shoulders, and other work on Cameron Road.
  • They have stone and oiled Sandhill, Daley, Neale, Barks, Maxwell Station, and helped the Village with Park Place.
  • The Highway Department has also helped out York and Avon with paving and stone and oiling.
  • The Highway Department will be working with the Village the week of June 23 helping them pave.

TOWN CLERK

Town Clerk Laurie Sattora submitted her monthly report for the month of May 2008 to the Town Board. For the month of May 2008 the total State, County and Local Revenues received in the Town Clerk’s office were $2,382.54. The total local shares were $1,995.57. $51.35 went to the County Treasurer for Dog Licenses, $3.00 went to NYS Ag & Markets for the spay/neuter program, $220.12 went to NYS Environmental Conservation for Licenses, and $112.50 went to the State Health Department for Marriage Licenses.

ACCEPT TOWN CLERK MONTHLY REPORT

On motion of Councilwoman Rychlicki, seconded by Councilman Rothrock, the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that the Town Board accepts Town Clerk Laurie Sattora’s monthly report for May 2008.

OLD BUSINESS

Supervisor Pangrazio updated the Board on the recent letter from the Town Engineer regarding the water drainage problems on the west end.

The Board reviewed the Grievance Day report.

RESOLUTION 75-2008
RESCIND RESOLUTION 69-2008

On motion of Councilwoman Bickford, seconded by Councilman Rothrock, the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that Resolution 69-2008 be rescinded.

NEW BUSINESS

RESOLUTION 76-2008
ASSESSMENT BOARD OF REVIEW COMPENSATION

On motion of Councilman Anderson, seconded by Councilwoman Rychlicki, the following resolution was

ADOPTED Aye- Pangrazio, Rothrock, Rychlicki, Anderson, Bickford Nay-0

RESOLVED, that the members of the Assessment Board of Review be paid for Grievance Day.

Supervisor Pangrazio distributed to each of the Board a packet containing new Planning Board and Zoning Board application forms for their review.

RESOLUTION 77-2008
ADOPTION OF REVISED ZONING MAP

On motion of Councilwoman Rychlicki, seconded by Councilman Bickford, the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that the revised Town of Caledonia Zoning Map be adopted as the official Town Zoning map.

The Town Board discussed instituting a return check fee for bounced checks.

RESOLUTION 78-2008
RETURN CHECK FEE

On motion of Councilman Anderson, seconded by Councilwoman Rychlicki the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that the Town of Caledonia will have a return check fee of Fifty Dollars for all returned checks.

RESOLUTION 79-2008
TRANSFER

On motion of Councilman Rothrock, seconded by Councilman Anderson, the following resolution was

ADOPTED - Aye- Pangrazio, Rothrock, Rychlicki, Anderson, Bickford Nay-0

RESOLVED, that the Supervisor be authorized to make the following transfer:

TO A1410.4 FROM A1220.4 AMOUNT $500.00

RESOLUTION 80-2008
SURPLUS CARTRIDGES

On motion of Councilman Anderson, seconded by Councilman Bickford, the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that the Town of Caledonia declare six HP C8727A and C8728A remanufactured ink cartridges as surplus.

The Town Board reviewed the building permit fees that the Town of Caledonia currently charges. These fees have not been raised since November 1988.

RESOLUTION 81-2008
PAYMENT OF BILLS

On motion of Councilman Rothrock, seconded by Councilwoman Rychlicki, the following resolution was

ADOPTED – Aye Pangrazio, Rychlicki, Anderson, Rothrock, Bickford Nay- 0

RESOLVED, that the bills be paid in the following amounts:

  • General Fund Claims 170 – 198 $ 14,582.22
  • Highway Fund Claims 87– 102 $ 76,820.26

The Board audited the Abstract of Paid Vouchers.

The Supervisor’s Monthly Report was presented for review.

On motion of Councilman Rothrock, seconded by Councilman Bickford, the meeting was adjourned.
