December 13, 2007
7:00 P.M.

A regular meeting of the Town Board of the Town of Caledonia was held Thursday, December 13, 2007 at 7:00 P.M. at the Town Hall.

Supervisor Pangrazio called the meeting to order at 7:00 P.M. and led in the Pledge of Allegiance.

RESOLUTION 136-2007
APPROVAL OF NOVEMBER 8, 2007 MINUTES

On motion of Councilwoman Rychlicki,, seconded by Councilman Rothrock, the following resolution was

ADOPTED Aye- Pangrazio, Rothrock, Rychlicki, Anderson, Bickford Nay-0

RESOLVED, that the minutes of November 8, 2007 be approved as presented.

OPEN FORUM

  • No one was present to speak.

ANNOUNCEMENT/COMMUNICATIONS

  1. Organizational meeting will be on January 2, 2008 at 5:30 P.M.
  2. Supervisor Pangrazio is reviewing the Rules and Regulations for Highway and Non-Highway employees of the Town of Caledonia.
  3. Caledonia Library has been nominated to the National Register of Historic Places.
  4. Joe DeGeorge, Owner and Co-founder of St Pauly Textile sent Supervisor Pangrazio a letter regarding the Better Business Bureau’s dissatisfactory finding of the company called Planet Aid.
  5. Supervisor Pangrazio received a letter from Regional Gravel Products concerning the acess road used by LT Disposal into the Industrial Park on River Road. Attorney Peter Skivington is looking into this matter.
  6. Thank you cards were received from Barb Keenan for her retirement party, and also from Laurie Sattora for the flowers she received while in the hospital.
  7. The Town of Caledonia is going to be part of another Shared Equipment Grant with the Towns of Lima, Avon, Leicester, Mt. Morris, and York. The grant process will begin in early 2008 for 2009.
  8. Supervisor Pangrazio has received a letter a student in Brian McQuillan’s Government class concerning road conditions in Caledonia.

PLANNING BOARD

  • Councilman Anderson reported on the November Planning Board meeting. No Planning Board meeting scheduled until January 2008.

TRAFFIC SAFETY

  • No report this month.

BUILDING & GROUNDS

  • No report this month.

AUDIT OF TOWN COURT BOOKS

Councilwoman Rychlicki performed an audit of the Town Court records on December 11, 2007 due to the resignation of Barbara Keenan, which was effective on December 1, 2007 and also due to the hiring of the new court clerk Julie Molisani. No discrepancies in the books for Judge Riggi or Judge Smith were found. A copy of the audit will be kept on file in the Town Clerk’s Office. Supervisor Pangrazio thanked Councilwoman Rychlicki for performing the audit.

AUDIT OF TOWN COURT BOOKS

On motion of Councilman Bickford, seconded by Councilman Anderson the following resolution was

RESOLVED, that the Town board accept Councilwoman Rychlicki’s audit report of the Town Court records for both Judges.

HIGHWAY DEPARTMENT

  • The Highway Department has been very busy because of the winter weather we have been having.

TOWN CLERK’S REPORT

  • Town Clerk Laurie Sattora submitted her monthly report for the month of November 2007 to the Town Board. For the month of November 2007 the total State, County and Local Revenues received in the Town Clerk’s office were $3,079.74. The total local shares were $1,938.18. $97.52 went to the County Treasurer for Dog Licenses, $33.00 went to NYS Ag & Markets for the spay/neuter program, $1,011.04 went to NYS Environmental Conservation for Licenses.

RESOLVED, that the Town Board accept Town Clerk Laurie Sattora’s report for November 2007.

RESOLUTION 139-2007
AGREEMENT TO SPEND HIGHWAY FUNDS FOR 2008

On motion of Councilman Bickford, seconded by Councilman Anderson the following resolution was

ADOPTED Aye- Pangrazio, Rychlicki, Anderson, Bickford, Rothrock Nay- 0

RESOLVED, that the Town Board sign the Agreement to Spend Highway Funds as prepared by the Highway Superintendent for 2008.

RESOLUTION 140-2007
STATE SNOW & ICE CONTROL AGREEMENT

On motion of Councilwoman Rychlicki,, seconded by Councilman Bickford, the following resolution was

ADOPTED Aye- Pangrazio, Rothrock, Rychlicki, Anderson, Bickford Nay-0

RESOLVED, that the agreement which became effective July 1, 1974, between the County of Livingston and this Town, relating to the control of snow and ice on the State Highways within this Town, and adjacent territory within said County as might be agreed upon by the County and the Town Superintendent of Highways, and the changes and modifications of said agreement heretofore approved by this Town, be and the same hereby are extended for an additional period of one year, until June 30, 2010.

RECAP OF 2007

Supervisor Pangrazio discussed with the Board the many accomplishments that the Town Board and the Town of Caledonia employees have implemented over the past year. He commended the Board and all the employees on how great they all work together for the Town.

FUND BALANCE TO CAPITAL RESERVE - BUILDING

On motion of Councilwoman Rychlicki,, seconded by Councilman Bickford, the following resolution was

ADOPTED Aye- Pangrazio, Rothrock, Rychlicki, Anderson, Bickford Nay-0

RESOLVED, that $25,000 of the Unexpended Fund Balance of 2007 in the A General Fund be transferred to the Capital Reserve Fund –Building.

FUND BALANCE TO CAPITAL RESERVE -EQUIPMENT

On motion of Councilman Anderson, seconded by Councilman Bickford the following resolution was

ADOPTED Aye- Pangrazio, Rychlicki, Anderson, Bickford, Rothrock Nay- 0

RESOLVED, that $20,000 of the Unexpended Fund Balance of 2007 in the DB Highway Fund be transferred to the Capital Reserve Fund – Equipment.

PAYMENT OF BILLS

On motion of Councilman Rothrock, seconded by Councilman Bickford, the following resolution was

ADOPTED Aye- Pangrazio, Rothrock, Rychlicki, Anderson, Bickford Nay- 0 RESOLVED, that the bills be paid in the following amounts:

  • General Fund Claims 353-387 $8,602.80
  • Highway Fund Claims 175-185 $27,080.32

The Board audited the Abstract of Paid Vouchers.

The Supervisor’s Monthly Report was presented for review.

On motion of Councilman Rothrock, seconded by Councilman Anderson, the meeting was adjourned.
