A regular meeting of the Town Board of the Town of Caledonia was held Thursday, August 09, 2007 at 7:00 P.M. at the Town Hall.

Deputy Supervisor Rothrock called the meeting to order and led in the Pledge of Allegiance.

RESOLUTION 92-2007
APPROVAL OF JULY 19, 2007 MINUTES

On motion of Councilman Anderson, seconded by Councilwoman Rychlicki, the following resolution was

ADOPTED -Aye- Rothrock, Rychlicki, Anderson Absent - Bickford, Pangrazio Nay-0

RESOLVED, that the minutes of July 19, 2007 be approved with corrections:

Resolution 90-2007 Councilman Anderson and Councilman Bickford’s name were left out of the Resolution motion.

Councilman Anderson requested that in last month’s announcements and communications by the Supervisor, that in the information regarding St Pauly Textile that the word scams be removed and replaced with deceptive advertising.

ANNOUNCEMENTS & COMMUNICATIONS

  1. Deputy Supervisor Rothrock distributed to the Board a copy of the tax roll bond release from Livingston County Treasurer Carolyn Taylor, and also a copy of the letter sent to Dennis Donnelly on the recent court audit.

DEPARTMENTS & COMMITTEES

ATTORNEY

  • No report this month.

PLANNING BOARD

  • Councilman Anderson reported on the July Planning Board meeting.
  • Lee & Ann-Claire Markle discussed with the Board about developing a parcel of vacant land currently for sale located on the Leroy Caledonia Road to build extended stay cabins similar to a motel for people to rent on a weekly basis.
  • Empire Transload was given its last 90-day extension for the proposed sub-division. Attorney Skivington told Mr. Cole that this was the final extension, and if the proposed sub-division has not been completed within the 90- day period, the process would have to start all over again.
  • Andy Klein spoke to the Board on behalf of the Genesee Valley Ambulance and stated that a representative from Meyer’s will be attending the August meeting relating to their proposed purchase of Meyer’s Camper’s property on State Street.

TRAFFIC SAFETY

  • No report.

BUILDING & GROUNDS

  • Work is being done on the replacement of the headstones.
  • Councilman Anderson reported that Vonnie Pullyblank has finished compiling the information from the gravestones in the Caledonia Rural Cemetary behind the Stone Church.

HIGHWAY

  • No report. Highway Superintendent Mark Schroeder had spoken with Deputy Supervisor Rothrock and stated that The highway Department has been very busy in the near future the Highway Department will be helping the Village with Park Place.

TOWN CLERK’S REPORT

  • Town Clerk Laurie Sattora submitted her monthly report for July 2007 to the Town Board. For the month of July 2007 the total State, County and Local Revenues received in the Town Clerk’s office were $3500.75. The total local shares were $3057.44.

RESOLUTION 93-2007
ACCEPT TOWN CLERK’S REPORT

On motion of Councilwoman Rychlicki, seconded by Councilman Anderson, the following resolution was

ADOPTED Aye- Rothrock, Anderson, Rychlicki Absent- Pangrazio, Bickford Nay - 0

RESOLVED, that the Town Board accept Town Clerk Laurie Sattora’s report for July 2007.

OLD BUSINESS

JP Schep of Chatfield engineers and Code Enforcement Officer Tom Perkins will be working on a list of deficiencies for the developer to address at the Dollar General site.

RESOLUTION 94-2007
TOWN OF CALEDONIA OPPOSING ARTICLE X

On motion of Councilman Anderson, seconded by Councilwoman Rychlicki, the following resolution was

ADOPTED Aye- Rothrock, Anderson, Rychlicki Absent- Pangrazio, Bickford Nay - 0

WHEREAS, Article X of the Public Service Law provides a streamlined siting permit procedure for certain power generation facilities and the law expired December 31, 2002;

WHEREAS, since January 1, 2003 power generation facilities have been sited via local zoning and state DEC review; and

WHEREAS, there is currently a proposal by Governor Spitzer before the Legislature to renew and revise Article X of the Public Service Law that would also include the siting of windmills; and

WHEREAS, this inclusion essentially eliminates local zoning control over windmills and has an impact on community host payments; and

WHEREAS, the Town of Caledonia, along with numerous municipalities throughout New York State, has undergone considerable time and expense to develop and implement windmill siting policies that best fits our community;

NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Caledonia is opposed to any inclusion of the siting of wimdmills in Article X of the Public Service Law as it removes local control of our landscape and violates the principles of Home Rule that has been the guiding force of our state; and

IT IS FURTHER RESOLVED, that the Town Board of the Town of Caledonia encourages any revision of Article X to address health and environmental issues for those who live and work near power generation facilities; and

BE IT FURTHER RESOLVED that the Town Clerk forward copies of this resolution to Governor Eliot Spitzer and elected officials.

RESOLUTION 95-2007
PAYMENT OF BILLS

On motion of Councilman Anderson, seconded by Councilwoman Rychlicki the following resolution was

ADOPTED Aye- Rothrock, Anderson, Rychlicki Absent- Pangrazio, Bickford Nay - 0

RESOLVED, that the bills be paid in the following amounts:

  • General Fund Claims 220-238 $4,693.67
  • Highway Fund Claims 106-118 $13,739.34
  • Water District 2 $1,225.00

The Board audited the Abstract of Paid Vouchers.

The Supervisor’s Monthly Report was presented for review.

On motion of Councilman Anderson, seconded by Councilwoman Rychlicki the meeting was adjourned.
